The geography and character of this swath of lower Manhattan is dramatically different since 9/11. But Wednesday, it felt as if not much has changed.

A photo of Sayfullo Saipov is displayed at a news conference where New York officials briefed reporters on the investigation into a driver that drove down a bicycle path with a pickup truck a day earlier, killing eight people and injuring 11, in Manhattan, Nov. 1, 2017. Police have identified the driver as Saipov, 29, and said he had been planning the attack for weeks and appeared to have connections to people who were the subjects of terrorism investigations.
